The badge for observers was presented on 3 March 1914 by King Ludwig III. for the Bavarian Army. The award provisions provided that the badge was awarded to officers who had to meet the following requirements: cover at least 1000 km on land flights, pass an exam on technical assistance to aircraft, pass at least one repeated exam, and also complete reconnaissance tasks in the formation of troops. The officer had to prove the existence of a certificate of ownership as a surveillance officer from aircraft issued by the military aviation and automobile industry inspectorate. Surveillance officers kept a special list. If an officer was removed from this list, he was obliged to remove and return the badge. He served in the aviation battalion. A notable manufacturer was Karl Pöllat of Schrobenhausen, who also made other activity badges for flying troops. Badges with and without manufacturer designation are known.
