The medal was established on October 25, 1915 by Prince Leopold IV. The medal was awarded for services to the country of the enemy and for services to the Motherland. Awards were given to men, women and virgins who, through faithful labor in service relationships or voluntary welfare-related activities, particularly caring for wounded and sick soldiers or other work for the Red Cross, received merit. Merits in the fade or native country were distinguished by awarding another volume. 459 medals were awarded for services to the enemy, and 1249 medals for services to the homeland.
