The sign was established on April 1, 1941 by Reich Chancellor Adolf Hitler. We should pay tribute to the crew members of naval vessels, who, after the outbreak of war, with their decisive actions, being in neutral waters abroad and in the oceans, managed to break through the enemy blockade and return to their homeland. In addition to good leadership and dignity, the prerequisite was considered to be the breakthrough of the blockade, the destruction of the ship in the threat of capture by the enemy, a special bet on one of the two aforementioned events, survival as a crew member of a lost ship and, except in cases of injury. The icon was not refundable. For the award there was a certificate/certificate of ownership and an entry in the marine book. The sizes and signatures on the documents changed due to different competencies of the authorities or the main command of the Kriegsmarine. The award was made by Reich Minister of Transport Dr. Derpmüller, Reich Commissioner for Maritime Navigation or High Command of the Kriegsmarine. The badge design was created by Otto Placzek from Berlin. Since 1942, the award was made by the Commander-in-Chief of the Kriegsmarine, as the award extended to the Kriegsmarine. The award provisions were detailed and comprehensive and regulated exceptions for non-Germans or wounded, etc. Badges were made of non-ferrous metal and military metal (zinc).
