The Reich Air Protection Union was founded on April 29, 1933 by Hermann Goering and was subordinate to the Reich Air Ministry. As an expression of this, the President of the Confederacy has always been an Air Force general. Even before its foundation, there were clubs in Germany that were engaged in air protection or protecting the population from air raids. These included the German Air Guard Association (DLS) or the German Air Guard League. During unification, clubs were included in the Imperial Air Defense Union. Initially, as a public association, the RLB became a public law corporation after the outbreak of war. In 1944, the Imperial Air Guard Union was completely annexed to the NSDAP. The law on the protection of the air environment, adopted on May 26, 1935, made it possible to oblige everyone to participate in training RLB. In 1939, its number was about 15 million people. Of note is the high percentage of women in the Imperial Air Guard Union. RLB had about 4,000 schools to teach. The objectives of the training were measures to protect the atmospheric air in residential buildings, fire safety, measures for gas attacks, as well as first aid measures. As usual under National Socialism, RLB was also used for ideological influence and population control. For this, a well-organized reporting system was an integral part of the Federation. Members of the union had uniforms and their own coat of arms. The free city of Danzig led in the sign not the letters - RLB - as usual, but - DLB - all other things being equal to the design of the middle part .
